He was born in 1970 in Nizip. He studied at the Department of International Relations of Karachi University in Pakistan from 1990 to 1997 to receive his bachelor's degree and master's degree. In 1998, he served as a counselor to Kahraman Emmioglu, the member of the parliament from Gaziantep during the government of Refahyol government. Afterwards, he founded the South Asian Center for Strategic Studies (GASAM) in 2014 in Istanbul, and he was the Chairman of the Board of Directors. He served as the Honorary Consulate in charge of the Consulate General of Pakistan in Istanbul. He worked for the Parliamentary Assembly of the Council of Europe (PACE). He wrote analyzes focusing on foreign policy for the newspapers Yeni Safak and Star.
He was elected as the Member of Parliament of AKP from Gaziantep for the 24th Parliamentary Terms in the election on June 12, 2011. He was a member of the Committee on Foreign Affairs, EU Harmonization, KPK, PACE and National Defense in the Grand National Assembly of Turkey. He served as the Chairman of the Turkey-Luxembourg Friendship Caucus.
As of 2016, he served as the Deputy Minister of EU Affairs during the 64th, 65th and 66th Governments.
He was elected as the Member of Parliament from Gaziantep for the 27th term in the general election held on June 24, 2018. He was a member of the Committee on Foreign Affairs and Turkish Group to the Parliamentary Assembly of the Council of Europe in the Grand National Assembly of Turkey, and he continues to serve as the Chairman of the Turkey-Pakistan Inter-Parliamentary Friendship Caucus. Sahin was awarded the civil decoration of Sitara-i-Quaid-i-Azam, one of the highest civil decorations of Pakistan, by Arif Alvi, the President of Pakistan, in 2019.
He is the Deputy Chairman of Social Policies at the Headquarter of AKP.
